Our Licensing suite of courses are designed to provide you with the knowledge and competence that you need in order to either hold a Personal Licence or ensure the prevention of underage sales in your workplace. It is important to note that without the Personal Licence Holders qualification, a personal licence cannot be applied for.
It is important that staff serving the general public do so safely and within the law. This is not just a regulatory requirement, but also a moral obligation, ensuring that the general public are safe from the effects of sales made by staff.
Stated in legislation, there are numerous items that are barred for the sale to persons of specific age, depending on the object. Most people are aware of the common age restricted sale products, but not all. It is important that employers meet their legal requirements and ensure that all their staff are aware of these restrictions.
Licensing law covers any business that carries out licensable activities this includes:
- Public houses,
- Nightclubs,
- off-licences,
- Supermarkets,
- Restaurants,
- Hotels, and
- Cinemas and theatre.
The list above is not exhaustive and many more businesses are affected by the law, it is important to check if your business is affected by the licensing law.

Course Aim
Our qualification aim is to develop Learner’s understanding of the licensing objectives and the legal and social role and responsibilities of a personal licence holder.
Description
The Qualsafe Level 2 Award for Personal Licence Holders (RQF) confirms the ability to meet ‘license to practise’ requirements.
This 1 day course allows holders of the qualification to apply for a personal licence under the Licensing Act 2003 (England and Wales) which allows the holder to sell or authorise the sale of alcohol on licensed premises.
A personal licence is also required to apply to become a designated premises supervisor (DPS).
Who is this course for?
This qualification is for Learners working in, or looking to advance their career in the licensed retail sector
Successful learners will gain an understanding of the application process for a personal licence, the legal duties of a personal licence holder and the role, responsibilities and functions of licensing authorities.
This qualification is a prerequisite for learners who want to apply for a Personal Licence, or is wishing to become a Designated Premises Supervisor (DPS)

- The application process and legal duties when applying for a personal licence,
- Legal duties of a personal licence holder,
- Roles, responsibilities and functions of licensing authorities,
- Licensing objectives and the importance of partnerships in promoting licensing objectives,
- Nature and strength of alcohol and the effect on the body,
- The law in relation to premises licenses,
- The role and responsibilities of the Designated Premises Supervisor (DPS),
- Temporary Event Notices (TEN),
- Rights and legal duties of the responsible persons in relation to operation of licensed premises,
- The law in relation to the protection of children on licensed premises,
- Prohibitions and exemptions in relation to licensable activities.
Assessment
Theory assessment:
The course assessment consists of 1 multiple-choice theory assessment paper.
Course Certification & Renewal
Successful learners will receive a Qualsafe Awards certificate, valid for a period of 3 years from the date of successful completion.
It is recommended that this certificate is renewed before the certificate expiry date to remain com,pliant with the Licensing Act 2003.
